Abstract

International laws and charters stipulate those states, in their international relations with members of the international community, must abide by international legal principles based on cooperation, solidarity and good-neighborliness, and refrain from any action that might provoke international tension and cause a state of estrangement within the international system. Accordingly, this research deals with the analysis of international legal principles and rules on the basis of which international relations are built, and their application to international behavior in light of the outbreak of the Covid-19 pandemic during the years (2019-2020), which was characterized by solidarity on the one hand, especially by some countries (Russia - China - European Union countries) through its solidarity with many countries around the world, and tension on the other hand, especially by the United States of America regarding unilateral sanctions outside the international umbrella, as well as its withdrawal from the World Health Organization in the meantime, in addition to European countries regarding their dealings with Italy
